There is no official word from Blizzard Entertainment about why the map editor is missing from the latest release of StarCraft II, but there are a few theories.
Blizzard employs the same tools in their development of StarCraft’s latest version. It contains a number of tools for game development that are included with StarCraft II. However, there are a number of third- party map editors available that allow players to create custom maps for StarCraft and StarCraft: Brood War. At this time, StarCraft does not have an in-game map editor.
